Emmanual A. Guillory

Mr. Emmanual A. Guillory joined UNCF with nearly a decade of experience on Capitol Hill. While on the Hill, Emmanual most recently served as a Professional Staff Member for the House Committee on Education and the Workforce. In this role, he handled higher education policy by serving as an expert on the Higher Education Act (HEA) with a specialized focus on issues such as institutional aid for Historically Black Colleges and Universities (HBCUs) and Minority-Serving Institutions; International Education; Graduate Education; and college access programs to include TRIO and GEARUP. He also served as the lead staffer for both the borrower defense and gainful employment negotiated rulemaking sessions. He has a depth of knowledge in the HEA and the accompanying federal regulations.

As the Director for Public Policy and Government Affairs, Emmanual represents all of UNCF's 37-member institutions and the students that attend those institutions. He is tasked with advocating for and formulating policies that will provide a positive impact to both low-income, first generation college students and HBCUs. This includes working with both House and Senate chambers, federal agencies, and the White House. He holds a Bachelor of Science degree in Psychology and a certification in leadership studies from Texas A&M University. He also holds a Master of Arts degree in College Student Personnel (Higher Education Administration) from Bowling Green State University.
