2023 UNCF Mayors’ Masked Ball – Hampton Roads

Council Member Michael Berlucchi was elected in 2019 and re-elected in 2020 to serve as the District #3 representative on the Virginia Beach City Council. He was born and raised in Virginia Beach and is a graduate of First Colonial High School, George Mason University, the Sorensen Institute for Political Leadership at the University of Virginia, and the CIVIC Leadership Institute at Old Dominion University.

Michael is the community relations manager for the Chrysler Museum of Art, where he creates and implements educational and community partnerships designed to expand and diversify museum audiences, particularly among underserved constituencies. He been recognized as one of Inside Business’ Top Forty under 40, an OUTstanding Virginian by Equality Virginia, and has authored articles and given presentations on a range of topics related to his work experience and community/civic engagement.

​Berlucchi served as a member of the planning committee for the inaugural UNCF Mayor’s Masked Ball – Hampton Roads, and has remained active as a member of the committee and UNCF supporter since.

Michael is an active community volunteer and supports numerous nonprofit organizations, including Teens with a Purpose, CIVIC Leadership Institute, Green Run Collegiate Foundation, Connected Business Networking, United Negro College Fund, Hampton Roads LGBT Public Safety Consortium, Virginia African American Cultural Center, the Hope House Foundation, Virginia LGBTQ+ Advisory Board, among others. He also served as a member of the Virginia Beach Human Rights Commission, Virginia Beach Community Development Corporation, and consecutive terms as president of Hampton Roads Pride.

Berlucchi serves as the City Council Liaison to the 5/31 Memorial Committee, Arts and Humanities Commission, Virginia Beach Development Authority, Human Rights Commission, Social Services Advisory Board and the Virginia Beach Community Development Corporation.

Pastor Joe B. Fleming is one of eleven children born to John H. and Rosetta M. Fleming in Holdenville, Oklahoma. He is a graduate of Bishop College, Dallas, Texas, and the Samuel DeWitt Proctor School of Theology, Richmond, Virginia. Additionally, he continued his preparation for service to the Lord at United Seminary, Dayton, Ohio, and at the School of Religion at Boston University.

Pastor Fleming became a member of the Alpha Phi Alpha Fraternity during his sophomore year in 1961 at Bishop College when it was located in Marshall, Texas. Pastor Fleming and two brothers from Gamma Chapter were three of five leaders who led the student bodies from Bishop College and Wiley College to desegregate public facilities in the city of Marshall, Texas.

For more than forty years, Pastor Fleming has served as a consultant/trainer for churches, agencies, corporations, and conventions both in the continental United States and abroad. He has also served as a board member and officer of the National Baptist Convention, USA, Inc. and instructor for ICAM (Interdenominational Center for Administrative Ministry) in Atlanta, Georgia.

During his tenure in Richmond, Virginia, as the pastor of the Quioccasin Baptist Church, Pastor Fleming served as Director of a Community Organization, Director of Training and Planning for a multi-million dollar social agency for twelve years. In addition, he was President of the Henrico Branch, NAACP and the Baptist Ministers’ Conference of Richmond and vicinity. He was also a member of the Board of Directors of both Meals-on-Wheels and the American Red Cross.

Pastor Fleming came to Portsmouth, Virginia, to serve as pastor of the Third Baptist Church in 1981. He served faithfully for thirty-five years. Upon his retirement on November 30, 2016, he became Third Baptist Church’s first Pastor Emeritus.  Pastor Fleming has served as President of the Tidewater Metro Baptist Ministers’ Conference of Virginia; President of the Portsmouth Branch of the NAACP; Past Chairman and member for thirteen years of the Electoral Board for the City of Portsmouth; Member of the Board of Directors of the Southeastern Red Cross; Member of the Board of Directors of the Urban League of Hampton Roads; Chairman of the Board of Directors for the Salvation Army of Portsmouth, Virginia; Board Member of CCDI (Center for Community Development, Inc.); Founding Member and Past President for the Martin Luther King Leadership Steering Committee of Portsmouth; former Commissioner of the Virginia Port Authority; and served as Past Chair and past Board Member of the Portsmouth Redevelopment and Housing Authority, to name a few of his affiliations. Pastor Fleming was chosen to receive one of the 2011 Humanitarian Awards for Hampton Roads given by the Virginia Center for Inclusive Communities, was honored by the Tidewater Metro Baptist Ministers’ Conference as “Pastor of the Year,” and 2012 Grassroots Volunteer for the Commonwealth of Virginia for the 3rd Congressional District.

He is married to Johnnie Mitchell Fleming of Ft. Worth, Texas, and they are the parents of three adult children: Kelton C. Fleming, San Jose, California; Zina Fleming Hall, Houston, Texas, and Joseph A. Fleming, who succeeded him as Senior Pastor of Third Baptist Church, Portsmouth, Virginia. He is also blessed with four grandchildren.

Dr. Johnny J. Garcia Inspired by his parents and grandparents and dedicated to a life of service for family, community, and the technology industry, Dr. Garcia is Founder and CEO of SimIS Inc., SimIS Holdings LLC, Nimbus Health Systems, Cedar Point Golf, Cativa Health, Prasili LLC, Sticks Golf, Garcia ES LLC and Health Care Simulations LLC, and investor in numerous other businesses.

He has become an innovation leader in the modeling and simulation, and healthcare industries. He serves area youth through his robust internship programs. His philosophy of making a difference permeates his many service activities; numerous board memberships, STEM program development and, volunteering service to local, state, and international organizations, and mentoring newly started small businesses and nonprofits.

He serves on numerous boards (President of the Hispanic Chamber, Vice Chair Hampton Roads chamber, President Portsmouth Partnership, Begin Again Foundation, Chair Hampton Roads workforce council, Chair ODU College of Engineering, Chair ODU VMASC, Boys and Girls Club, Star base Victory, Communities in Schools, Portsmouth Athletic League, First Chesapeake Robotics, and many others.

Dr. Garcia served 5 years in the U.S. Navy as an enlisted operations specialist second class petty officer and worked in industry for 15 years before founding his first business SimIS Inc. Dr. Garcia is a known leader in the community and his service is his compass. Dr. Garcia has degrees from Old Dominion University (PhD), St. Leo College (BA and BS) and the Florida Institute of Technology (MS).

He is the proud father of a wonderful set of 16-year-old twin daughters – Hope and Faith – and married to his lovely wife of 31 years, Lorena.

Dr. Angela D. Reddix is the CEO and Founder of ARDX®, a multi-million-dollar award-winning Healthcare Management and Technology firm. After over 15 years in business, Dr. Angela focuses on redefining wealth for girls and women from cradle to the grave; thus closing the gender and racial wealth gap. With this focus and her continued mission to transform communities of poverty into communities of prosperity, she founded Envision Lead Grow®, a nonprofit designed to empower middle school girls to become thousandaires, and the CEO of U™ that provides entrepreneurial educational programs. In addition, she is a two-time best-selling author, philanthropist, and Director of the Hodge Institute of Entrepreneurship at Norfolk State University.

Dr. Reddix’s exemplary achievements magnify her life’s mission to live a life of excellence that will impact generations to come. Receiving outstanding awards including the Federal Health IT Women in Leadership Award, the Finney Foundation Visionary Leader Award, JMU Alumni Association 2022 Presidential Award, the Women Presidents’ Organization 2021 Women of Color Achievement Award, the Urban League of Hampton Roads (HR) Martin Luther King, Jr. Community Leader Workforce Award, the Virginia Center for Inclusive Communities’ Humanitarian Award, the US Chamber of Commerce’s Big Blue-Ribbon Award, the Pepsi Historically Better Award, and the HR Community Builders Award. In addition, she has received remarkable recognition in the Virginia’s Top 30 Influential Female Leaders Impacting Virginia, the 100 Black Men of Greater Washington, DC, Inc., the Old Dominion University (ODU) Entrepreneurial Hall of Fame and named in the 2021 EBONY Power 100 List as an Innovative Leader.

As a trusted community leader and community builder, she serves as the Board Chair for the YWCA of South Hampton Roads, a member of CIVIC Leadership Institute, the 757 Collab Board, Women President’s Organization, and JMU Women for Madison Executive Advisory Council. In addition, she serves her community as a member of Alpha Kappa Alpha Sorority, Incorporated, The Links Incorporated, and Jack and Jill of America.

Dr. Reddix invests expertise, coaching, and capital into women-of-color owned businesses through her Reddix Rules Fund™ programs. She is a TEDx speaker, global keynote speaker, and on the Forbes Business Council. She received her bachelor’s degree in Business Administration in Marketing from JMU, a master’s degree in Organizational Development from BSU with a focus on Training, a graduate certificate in Healthcare Compliance from GWU, and Ph.D. in Business Administration from OSU. Dr. Reddix was born in Norfolk, Virginia, and is a devoted wife and mother of three. With all of Dr. Angela’s influence and capabilities, she embodies strength in her quality of character, leadership, and passion for serving others.
