This recognition reflects Murray’s continued leadership and impact across the region. He is a primary architect of federal legislative strategies to secure permanent funding and debt relief for historically Black colleges and universities (HBCUs) as well as to expand opportunities and strengthen pathways for students.

Murray’s work includes leading the IGNITE (Institutional Grants for New Infrastructure, Technology and Education) HBCU Excellence Act, a bipartisan legislative proposal aimed at providing significant federal investments for infrastructure, technology and facility improvements at HBCUs. This Act supports building modernization, broadband access and historic preservation of these institutions.
